If you thaw the cauliflower first, you should be able to use frozen cauliflower. You'll also want to ensure all the pieces are about even in size, cutting and trimming as necessary. I wouldn't recommend using it straight from frozen because it will end up steaming itself in the oven and will likely yield soggy cauliflower nuggets instead of crispy ones.
